The Law of the City of New York

The Laws of the City are the legal rules and regulations that govern the City’s agencies and activities. You can browse the laws organized by subject matter or search for changes to the laws (known as bills) that have been proposed by members of the Senate, members of the Assembly and the Governor. The City’s law and rulemaking process reflects democratic principles of representation and accountability, giving citizens the opportunity to influence policy decisions through elected representatives.

In addition, the City has a number of programs that allow citizens to get involved in policymaking and law-making. These programs are a great way to engage with the City’s lawmaking process and get a first-hand look at how local government operates.

New York State Laws

The New York State law library website provides links to New York state statutes, federal statutes and case law, as well as administrative code. The site also provides access to the full text of New York court cases, including all opinions issued since the beginning of the state’s automated case management system, known as PACER. The site also provides access to New York statutes, regulations and legislative histories.

New York City Laws and Rules

The Department of Consumer and Worker Protection has adopted new rules to implement Local Law 13 of 2022, which creates an exception to item pricing requirements for retail stores that have scanners available for customer use. DCWP also added a rule to amend the penalties for violations related to keeping or selling any force-fed products, open captioning in motion picture theaters and the use of automated employment decision tools.

New York City’s data breach notification law would be amended to align it with the State’s SHIELD Act. Under the bill, City agencies that experience a data breach involving persons’ private identifying information would be required to promptly disclose that information to the Chief Privacy Officer and the Office of Cyber Command.

After the Council approves a bill, it is sent to the Mayor, who can sign the bill into law, veto the bill or take no action. If the Mayor vetoes a bill, it is returned to the Council, where it can override the Mayor’s veto.
