This week’s law new includes an update to New York’s data breach laws, a law that makes it easier for City agencies to obtain student loan forgiveness, and more.

When a committee votes to recommend that a bill be approved, its staff writes a draft of the bill and explains the bill’s purpose, scope, and effect in a detailed section-by-section analysis. This section-by-section analysis is required by the House Rules, known as the Ramseyer rule, to ensure that lawmakers have a full understanding of the changes being proposed to existing law before they vote on them.

In the event state or federal laws or regulations are enacted or decisions issued by a court of competent jurisdiction that prevent or preclude compliance with one or more provisions of this Agreement or the Wireless Installation on public infrastructure or in the right-of-way (“New Laws”), the rates, terms and conditions set forth herein shall be modified or suspended to comply with such New Laws. During the period in which the Parties are conferring on such modification or suspension or challenging the New Laws, the parties shall use reasonable efforts to minimize any interruptions to the wireless service and shall continue to meet all performance obligations under this Agreement.

This week’s law new also includes a proposal to require third-party food delivery services to register in the City, a bill that would limit parking of general vendors and mobile food vendors in bicycle lanes, and a law that requires the Department of Consumer and Worker Protection to prepare a notice for City agency employees and job applicants regarding federal student loan forgiveness programs.
